Location:  Peace Arch Hospital Russel St. Annex/White Rock Mental Health and Substance Use Services

Hours: 35 hours/week, Full Time Permanent, Weekend and evening work required (specific schedule to be negotiated), On call availability required

We are looking for a Manager to join our Sources Overdose Prevention and Peer Support Services  team! This individual must be compassionate, engaging and self-aware.

Sources Overdose Prevention and Peer Support Services

Reporting to the Director of Personal and Family Counselling and Support, the Manager of Overdose Prevention and Peer Support Services is a permanent employee of Sources Community Resources, developing program, hiring and training staff, and managing the provision of harm reduction supports, supplies and information to people who use substances.

The Manager of Overdose Prevention and Peer Support Services will have the opportunity to bring two new programs to the White Rock/South Surrey community that will make a difference in saving lives and providing connection to people who have experienced significant vulnerability and marginalization.  The manager develops, implements, monitors, and evaluates the program policies, procedures and practices of both the Overdose Prevention Services in collaboration with Fraser Health and the Peer Support Network and Outreach Services.  The manager is responsible for hiring dismissal, discipline, and performance evaluation of direct services staff.  The position also provides support and direction for program support workers, ensuring that program mandate, policies and procedures are followed.  The Manager promotes the interests of people who use substances to enhance access to the support of peers, health care and social services.

The Manager of Overdose Prevention and Peer Support Services is responsible for recruitment and support of staff serving the OPS site on Peace Arch Hospital campus as well as the recruitment and support of a Peer Coordinator who will then recruit and support a peer, honorarium-based team to provide Peer Support and Outreach to the WR/SS community. The manager works closely with other Sources programs and services in White Rock/South Surrey community and will work particularly closely with members of Sources Operations and administrative staff.

General Responsibilities:

  • ·         Oversee and participate in the daily operations of both the Overdose Prevention Services and Peer Support Network and Outreach Services.
  • ·         In consultation with the Tides of Change Overdose Community Action Team and Fraser Health Harm Reduction Manager develop a draft program framework for the Overdose Prevention, Harm Reduction and Peer Support services in White Rock.
  • ·         Once the program frameworks are approved, ensure that the framework guides overdose prevention, harm reduction and peer support activities and program interface within Sources, Fraser Health and the community of White Rock/South Surrey.
  • ·         Perform scheduling functions for both programs, including ensuring staff and peer shifts are filled, approving payroll and maintaining and submitting all information to ensure honorarium payments are processed and accounted for
  • ·         Work with service partners and other external service providers to ensure the programs are relevant, coordinated and integrated with the larger continuums of care, including integration between the OPS and the Peer Support Network
  • ·         Promote the interest of drug users and the program with systems of care, external service partners, and community resources.
  • ·         When necessary will need to perform job duties of the onsite OPS Coordinator and the Peer Coordinator

Peer Support Network and Outreach Responsibilities:

  • ·         Hiring the Peer Coordinator who will facilitate the Peer Support Network Meetings and lead the Peer Outreach Team to distribute food and harm reduction supplies and connect with people using substances in the community
  • ·         Support the Peer Coordinator to effectively recruit and engaging People With Lived/Living Experience (PWLLE) to serve as Peers on the Outreach Team and the Peer Support Network Meetings
  • ·         Securing and organizing supplies to distribute to people experiencing homelessness (clothing, hygiene supplies, etc.)
  • ·         Developing the Peer Support Network program
  • ·         Developing and Implementing the Peer Outreach Services activities and operations
  • ·         Liaising with the Tides of Change Community Action Team
  • ·         Liaising with other Peer Support Networks in neighbouring communities to ensure connection and collaboration
  • ·         Coordinate training for Peers on harm reduction strategies, destigmatizing language, peer engagement
  • ·         Coordinate with other organizations that provide space for peer support meetings and as a hub for the outreach team.
  • ·         Provide oversight, support and coaching to the peer team.

Overdose Prevention Services Responsibilities:

  • ·         Hiring permanent and casual staff for the Overdose Prevention Services program.
  • ·         Liaising with Fraser Health Mental Health and Substance Use for the coordination of OPS services at the White Rock MHSU site
  • ·         Ensures cleanliness of the drop-in space and OD prevention room
  • ·         Ensures sharps are disposed of in a safe and correct manner
  • ·         Ensuring the provision of Overdose prevention education and First Aid Response for clients using substances within the Overdose Prevention Site
  • Provide Naloxone training to staff
    Responsible for Harm reduction supplies distribution and pick-up and disposal of used harm reduction supplies
    Provide education to staff and peers regarding safer substance use and safer sex, HIV, Hepatitis C and STI’s
    Administrative Responsibilities:
  • ·         Ensure that effective quality/risk management activities are developed, implemented, and evaluated in the assigned area.
  • ·         Establish and maintain effective working relationships with Sources and Tides of Change Community Action Team colleagues including all levels of management, governmental officials, clients and the public.
  • ·         Ensure the workplace meets all health and safety guidelines and regulations by implementing and overseeing the organizational health and safety program at the work site.
  • ·         Collecting and reporting data on program activities and outcomes to provide to the BC CDC, Tides of Change Project Coordinator and Sources Director of Personal and Family Counselling and Support
  • ·         Perform other related duties as assigned.

Qualifications:

  • ·         Many forms of education and experience are valued, including volunteering and lived experience of mental health challenges / substance use/ homelessness;
  • Bachelor’s Degree preferred with a minimum of a Diploma in the social/human sciences, addictions or in law/justice.
  • Preference will be given to those who have post-secondary education and training relevant to the social service field. Alternately, pursuit of certification in social work, counseling, criminal justice or a related field, or the equivalent combination of education and experience will be considered for this position.

  • Standard First Aid and CPR (Training may be accessed through Sources)
  • Overdose Prevention, Recognition and Response Training, including Naloxone Administration
  • Non-violent Crisis Intervention Training (Training may be accessed through Sources)
  • Criminal Records check through the Ministry of Public Safety and Solicitor General Criminal Records Review Program Valid Class 5 BC Driver’s License and driver’s abstract
